The workaround in #5 worked for me (Kubuntu 14.04, KDE 4.14.2). I guess
I'll have to remember to disable sub-pixel rendering before starting
GIMP :(

With checked both "Alow different layouts for individual windows" and
"New windows use the default layout" i get new windows with previous
layout.
I think "default" layout is topmost in list? So i have first English
(US) next Russian. For instance i'm typing in Russian layout
