i managed to get the dasktop effects to work again by uninstalling
compiz and then re-enableing the desktop effects in
system/preferences/appearances doing this made both emerald and compiz
as well as the normal desktop effects work as normal again

yes it is i dont know if it has anything to do with my hardware but it is
reproducible as it has happened on two accoasions (the first in ubuntu 8.10) to
reproduce it you need to try to use two screens as an extended desktop and have
to set the virtual resolution.
