Right... I Just did. I executed the command in the terminal. The steps I
took to reproduce the bug were:
1. I opened an appointment at 9 am.
2. I updated the time in the appointment from 9 to 9:30am.
3. I quit from Evolution.

Workaround:
updating the date directly or doing a drag & drop of the meeting does
not work and as soon as you reboot Evolution you get the old date back,
but if instead you cut & paste the meeting in the new date or time then
it updates correctly and you get it still right after you reboot

and Gnome Calendar applet side... anyway, whatever.

Somebody using the Gnome Calendar? The calendar is visible when clicking
the date on Gnome and comes standard with gnome which means is used by
_anyone_ using gnome, which means is used by _anyone_ using Ubuntu.

It could be related but in this case Google gets the update correctly,
it is Evolution (and the gnome calendar) that rolls back to the old
date.
