It's in gst-plugins-good-0.10.4. I grabbed the upstream tarball, built it, then copied libgstladspa.so into /usr/lib/gstreamer-0.10/ - it seems to work fine. I don't know if it's possible to issue a fixed version of the edgy packages with this plugin, but it should at least be fixed for feisty. la
