I can't replicate this issue on Ubuntu 11.10 64-bit, I get the following

I can confirm that parts of gnome-terminal doesn't appear to be using
the ambiance theme when tabs is open. I've attached a screenshot showing
it.
When using radiance it doesn't appear to be as much of a problem though.
