When you add a login banner to gdm via:
sudo -u gdm gconftool-2 -s
/apps/gdm/simple-greeter/banner_message_text_nochooser --type string
"Authorized users only"
sudo -u gdm gconftool-2 -s /apps/gdm/simple-greeter/banner_message_text --type
string "
