Identical issue on Ubuntu 11.04 64-bit. Local music, local audio.
Installing gstreamer0.10-plugins-ugly and then wiping the DB from within
Rhythmbox (Ctrl-A > Right click > Remove) and re-importing fixed the
issue, but also wiped the contents of my playlists — expected, but less
than pleasant.

The laptop that I had this issue on hard disk recently died - with a new hard
drive and install this is no longer a problem.
