I pursued this further and found that on multiple computers and keyboards including using both USB and PS2 keyboards. Right-Alt + PrintScrn + REISUB works only while using PS2 keyboards, and it is consistent with multiple computers. The computer I reported this bug on does not have any PS2 ports.
