No, I resolved this with rm -rf ~/.gconf, then reinstating my
customizations. In retrospect, I probably should have checked that
file/directory permissions were appropriate before doing that.
Nevertheless, I consider this a bug for the reason stated above:

I blew away ~/.gconf - this allowed themes to apply normally, and I
started my customizations from scratch. I still consider this a bug
because there was no indication when running gnome-appearance-

When selecting themes in gnome-appearance-properties, the selected theme
is not applied correctly. In particular, only the window
decorations/borders and the cursor are changed. The controls and colours
for the gnome-appearance-proper
So, it appears the complaint is really about libpango's dependency on
libthai
