This has been fixed in Ubuntu 9.04. Anyone who wishes to upgrade to
9.04 to resolve this issue should check out bug 339783 which could have
worse effects.

I had the same workspace-switcher problem on an 8.04 install and it
still exists after upgrading to 8.10. From what I can see, there is a
gconf config entry for "workspace_switcher_screen0" but not for
"workspace_switcher_screen1". Other applets have separate config
entries for each screen.

I'm having the same problem on an Intrepid upgrade from 8.4.
When clicking the one of the 3 app launcher buttons (web browser, mail,
help) on screen1, gnome-panel becomes unresponsive on both screens,
consumes 100% CPU, and opens a blank error dialog that I can't close.
