I don't think that fix 3.38.4 solves the problem.
It occurs again in my up-to-date Ubuntu 21.04 system with:

I absolutly agree. This bug is a No-Go for the newest official long term
support version. It should have priority high, and someone should be
assigned to it!

Since app. 5 days the effect disappears, everything concerning the
clipboard looks fine.
Last dist-upgrade on 2020-05-31:

I am sorry, but the bug is not fixed. The bug now occurs very rarely (I
would estimate 1:20 -> 20 times normal, 1 times not working). So the
dist-upgrade has improved the situation, but not solved.

Since 10 days copy/paste does not work as expected. As far as I have
observed, the bug covers all applications, which are using system
clipboard to copy and paste data. A very good example is the usage of
LibreOffice Calc. You can copy some cells, which are marked with a
blink
Since 10 days the same effect (copy/paste broken) is visible in Ubuntu
18.04, also outside from Libre Office. Copy to clipboard is shown in
Libreoffice (blinking border arround copied cells visible), but paste
does not work. Is this the same bug or is there any other bug known for
this effect.
