I just did an upgrade/restart, and it's still present, but not quite as straightforward as I initially described (I don't think it changed, just my knowledge of it has). It must have worked for me at some point, if only momentarily, because my home directory is larger by default than any other directory, but as of now no matter how long I'm logged in, I can't seem to get any windows to stick still.
