Sadly, yes. It would be still annoying, but I get used not to use
terminal in full-screen. Instead devilspie just puts it automatically to
a maximaized, undecorated state.

I can confirm this bug.
Running Hardy, gnome-settings-daemon fails to start if xserver-xgl is
installed.
I attach a screenshot. As a result everything looks ugly, and

I can't use GL screensavers on two monitors (LVDS and VGA).
The bug still exists in current Hardy.
How to reproduce: go to Menu -> System -> Preferences -> Keyboard.
On the layout tab add a second layout. Uncheck "Separate layout for each
window".
Open "Layout Options...", and select a way for "Layout switching".
Also make sure that layout switching works

I can confirm this bug on current Hardy (alpha 5).
The solution was to switch system / preferences / keyboard / layouts /
layout options... / alt//win behavior from default to super .
Now it works fine.
