I'll explain it a bit. We've got 2 panels under Ubuntu one of which contains main menu button, clock, etc. and the secont one has a list of programs launched. Theay are located at the opposite sides of the screen. Now, in the properties of the lower bar I select that it should be located at the

Public bug reported: Binary package hint: gnome-panel it would be much better if two of the gnome panels would detect whether they are put _together_ at the top or at the bottom and switch places. the point is that, when put together, the panel with launched programs list should be closer to user
