Posting extra information here as well.
When right-clicking on the gnome-panel, then clicking on the "Add to
Panel...", the Add to Panel dialog appears. It is possible from this
dialog to add new stuff into the gnome-panel.
However, the "User Switcher" item in the Add to Panel dialog does not
add

dialog, I cannot choose GNOME_FastUserSwitchApplet. This means that if I
ever remove GNOME_FastUserSwitchApplet from the panel, I cannot add it
back.
