I solved this problem in my evolution app by Udating the "evolution"
Install with "Synaptic Package Manager". I am running Alpha 5. Once the
update was executed the problem of the Missing "Apply" button in
Evolution application was solved. I can now add mail accounts and save
the settings etc.

Program accepted first two Mail Accounts then after Update was unable to
add new Mail account and save the new settings.
