This was solved by running this command, recommended by frantou over at
the old AskFedora forum.
gsettings set org.gnome.desktop.lockdown disable-lock-screen false
I never messed with these settings, but this fix did work.

Status: New => Invalid
This bug is also preventing the computer from blanking the screen after
inactivity.
