sure if this issue is exclusive to the Mouse panel or not.

As far as I know, yes. I tested on a Ubuntu 12.04 guest in VirtualBox on
Windows 7, without the Guest Additions installed. So, even though I only
verified this behavior in the Mouse panel, I cannot confirm that it is
exclusive to it.
