Public bug reported: Recently upgraded from 18.10 to 19.04. Under Preferences/Behavior I have "Show action to permanently delete files and folders" checked, but when I right-click a file or folder on the desktop only "Move to Trash" is offered. This was working previously in 18.10. jeremiah:~$
