It seems to work in Xorg sessions at least.
An upstream bug report is not appropriate because the switch does not
exist upstream. A simple workaround is to toggle the setting manually by
running:
gsettings set org.gnome.mutter experimental-features "['scale-monitor-
framebuffer']"

If it helps: another CBR file (131 MB) poses no problems, it is packed JPGs,
while the CBR file in question is packed GIFs.
