I experienced the same weird unwanted screen panning with the Nvidia-440
driver today. But in my case only a single monitor is connected.
I suspect the new fractional scaling feature might be related. I was

[nvidia] Screen scaling 125% gives 200%

[Ubuntu 19.10] PhpStorm, snap installed, seems working well (eg. when I
run a debug session it opens chromium and the launcher icons are well
associated). When I open a link on Slack, also snap installed, the new
window appears in the "all windows" section of the contextual menu of
the Slack launch
I think it has a bigger impact. I have noticed that while trying to log
in, some keys don't work. Is this restricted to only the cntr-c and
cntrl-v? Strange behaviour when some keys don't seem to register.

If you enable fractional scaling, for example 125%, and play video in
fullscreen mode (youtube, vlc, gnome videos), application will constantly
resize. This makes fullscreen mode unsuable
I'm changed graphics driver to OpenSource and it resolved this problem
for me. So it's related to Nvidia proprietary driver.

Tested again a few times: I confirm that switching to nouveau removes
the mouse trail but slows down the desktop to unworkable.
To clarify #6: It could be that in my first test I did not reboot, although
