I am running Ubuntu 19.04 with an XPS 13 9380 with Intel graphics. I
installed the kernel mentioned above, and the problem is still
occurring. I do a dmesg everytime I see it happen, but I don't see a
consistent message every time it happens. I am more than willing to do
any and all testing you all

AFAIK that's not a bug. As a superuser you can do basically everything.
But to get a second opinion specifically for the settings GUI, I change

Refreshing gnome-shell settings using tweaks allows me to refresh gnome-
shell (alt-f2 r enter) without it killing Firefox, etc. Killing gnome-
shell manually, through terminal, though still kills Firefox, but not
gnome-terminal.
