The fix is in gdm3 version 3.28.2-0ubuntu1.1 and later.
You only have version 3.28.0-0ubuntu1 installed.
If you can't easily update then you might have more luck installing
version 18.04.1 directly (which might contain the fix if 18.04
didn't)...
