I just did a fresh install of 14.04.2 from a newly downloaded 14.04.2
iso. This contains libspectre1_0.2.7-2ubuntu1.1_amd64 and produces the
bug.
I tried Corentin's fix to install the vanilla version, but compiling
crashed with:
dpkg-genchanges: error: cannot read ../libspectre_0.2.7-vanilla-0ubu
That pastie link doesn't work.

My mistake. I simply added/updated a few more packages (testing it on a
Unity install) and now also the Users capplet shows up.
However, I noticed that "Users" now uses the same widget for languages
as "Language" and "Formats", but the current language is not marked as
such in the list. Can't tell

I noticed that systemd on my idle Wily desktop is creating very short
lived threads at 1Hz. While these aren't doing much, it still consumes
power doing wakeups to create these periodic threads.
