files on samba shares correctly (as far as I could test).

It doesn't do that on 8.10, even though both window options are set to
Utility window by default, so is it a problem with the window manager
instead of Gimp? At least utility windows being hidden behind others
sounds strange to me.

I can confirm this bug.
I think the importance should be higher then "low" because I think it is
a shame when I file browser sucks at browsing through directories and
showing files.

What version of gnome-applet do you have installed? If you're not sure,
you can open a terminal and run this command (without the quotes) and
attach the file that will be created on your desktop.
