I see this too with version 2.24.0-0ubuntu8 of G.P.M, on a Packard Bell
EasyNote A8202 laptop. In fact, it's been like this ever since I moved
from Feisty to Hardy!
Example: tooltip shows "85.9%". The context menu says "51.0%"

I, too, am struggling with the microphone. One major problem is in the
"Sound Recorder". On my laptop, the moment the "Record" button is
pressed, the "Length" readout begins increasing dramatically, reading
several minutes after only a few seconds. Specs of my system follow:

I ended up downgrading gnome-session and gnome-panel to 2.22 as a
workaround. It appears to be working OK so far.
(You can't just downgrade gnome-session, because gnome-panel depends on
the newer version to support essentials such as "log out".)
