Same problem here after a fresh and standard Dapper Drake install, then
changing every dapper to edgy in sources.list. After all that I used
"apt-get dist-upgrade" to upgrade to egdy.

Right-click on the GNOME clock applet, "Preferences" -> Change the
Timezone. Applet still displays the old time until it is updated, if
the seconds updating is turned off, then it takes up to 60 seconds to

The problem is that bug-buddy doesn't work with out of the box ubuntu as
there's no smtp server installed and it doesn't work with Launchpad so
it can't be used to file a bug anyway.
