To fix this issue we apparently need both a fix in xkb-data and gtk+3.0.
So I've unmerged the bug reports again and reassigned this one for xkb-data.
The patch for xkb-data is available at

Why
Sorry, I was too quick. Bug is still there and changing gdm.conf does
not help.
I also tested it with X packages from backports (just dist-upgraded to
backports). The bug is still there.
