When the window title is set with 'echo -ne "\033]0;föø\007"', for
example, non-ASCII chars are dropped, rendering the title only `f'.
(For comparison, in Eterm or rxvt, the window title `föø' appears).

After patching xlibs.postinst and creating a new package with
dpkg-repack, dpkg -i calls postinst correctly:
# LC_ALL=C dpkg -i xlibs_4.2.1-6_i386.deb
