reproduce
this on two sets of machines. Maybe someone on this list has any ideas?
I'm moderately fluent in C, can use GDB, and I'm willing to spend a few
hours investigating this, but don't know much about how imlib works
internally..

Do you know what package and how installs this and whether it's used?
All I could find was some function to map a symlink to it from
/usr/X11R6/lib/X11/rstart in a bunch of x related packages' postinsts...

This somehow got fixed (AFAIK around 2000).
At least in current sid xterm works just fine WRT locales.
Actually this seems like a duplicate of bug 46102, which was closed a
long time ago.
