It seems (at least with 2.12-shadow and 2.13) that Konsole does
not show the symptom but Yakuake still does.
Additionally when activating Desktop Effects, it does not happen
in Yakuake anymore either.

After upgrading to the "shadow" version, I see some laggy behaviour
in two cases.
1) in KMail the "Send" button has a popup menu that opens with a short delay
if sever
Ok, so the problem is triggered by KDE's powerdevil.

However, as the author says it is not Powerdevil's fault.
