radeonsi/vcn: remove EFC support for renoir
Renoir hardware has limited EFC support, so remove support for it from Mesa.

So, 23.3.4 reached testing today and the problem is still there. As expected,
it is not an upstream issue, so can the maintainer have a look at the
forementioned patch and correct the package?
