For Radeon cards upstream currently only supports accelerated video
decoding through the dedicated video decoding chip on UVD 2.2+ [1]. On
other Radeon cards it falls back to shader based decoding, which is
much slower and only supports mpeg1/2.
My advice is not to use/install this package for Rad
