However, the group is unique (a different value for each pty).
The user can of course write to the pty, but it seems that mesg is reporting

This is much the same as #354293 - but an wishlist item (to make locale's
error messages more useful) rather than a bug. Perhaps if libc6's locale
program exit-codes were documented (as on other systems), it would be up
to xterm to decode the information.

revisiting this, I can confirm that setting the resource explicitly like
that does override the command-line. Modifying this behavior would require
abandoning a large chunk of the X toolkit, however.
Alternatively, we could reassign this to libxt6, since that's where the
behavior is determined.
This should already have been dealt with by an earlier patch:

I've made some improvements since #210 (about 30%, for the GC caching
which I referred to in the last item). Any further improvements would
do what rxvt does - simply do not output changes to the screen (there are
pros/cons for that).
