It's probably because you need to enable the "place" plugin.
To do this, open the configuration editor and point it at
/apps/compiz/general/allscreens/options. Double-click the
"active_plugins" entry and add en entry called "place" to it (without
the quotes).

Additional information:
I have /apps/compiz/general/screen0/options/number_of_desktops set to 8,
with hsize and vsize set to 1. The workspace switcher does show all 8
workspaces, but doesn't show anything in them except for the current one
(which it does show as being properly selected).
