To me, that would be just a matter of update-fonts-{scale,alias,dir} - that programs should just read the contents of /etc/X11/fonts/... and create/remove any files in /usr/lib/X11/fonts... in so everything is set up correctly. dh_installxfonts would not need to do anything except place the file
