[PATCH] Translation statistics do not include packages with a debian/patches directory

Hello, The script which generates the l10n statistics pages (http://www.debian.org/international/l10n/po/rank) excludes the packages which have a debian/patches directory. I think this is due to the fact that a patch might update translation, which would result in wrong statistics for this packag
