What to do here? pics.conf is not there due to missing translation of
the navbar images into chinese. However, the build stops. It doesn't
look like make interrupts the entire build process, but it should probably
be fixed. Solution a) copy english pics.conf over, b) make pics.conf
optional, c)

Known culprits are fetchmail (with the mimedecode option enabled) and
formail (from procmail 3.14 only).
