I have this problem, too. For example, if you search firefox-esr at
'https://packages.debian.org/search?suite=all&exact=1&searchon=names&keywords=firefox-esr',
the latest package version 91.9.0 will not be shown for bullseye.

I've noticed that the bullseye-updates suite doesn't appear to get any search
results in: https://www.debian.org/distrib/packages
I suppose this might be because earlier distros can be found on the security
mirror like so:
http://security.debian.org/debian-security/dists/buster/updates/R
