at potato version debiandoc-sgml is work fine.
All *.ja.txt files under the directory /releases/slink/ have same
problem. Please regenerate these *.ja.txt files with potato version
debiandoc-sgml.
It seems that debiandoc-sgml (version 1.1.40) works fine on my
machine.

Unfortunately, I don't know any pointers.
As far as I know, OE5 can handle properly "numeric character
reference" and get necessary fonts automatically via the Internet.
Mozzila M12 can handle it too. But users should get manually some
necessary fonts. Debian users will need appropriate xfonts-*
(ex. xfonts-cjk) packages.

Yes, this (which is called "numeric character reference") works
independent of the charset of pages too. It is not necessary to
change the charset currently used in any pages.

I've committed new Japanese language_name with the "character entity
references". Then, if you have modern web browser (ex. mozilla M12 or
IE5) and appropriate font-sets, you can read Japanese language_name at
the bottom of the English top page.
