Bug#251921: Please create web page listing Debian LUGs

Perhaps something like this? http://www.debconf.org/usergroups/ (But of course with the rest of the entries added, a bit more formatting, a search interface once the list gets bigger and a form to submit a new group for inclusion). That list is coming out of MySQL so it's trivial to update it etc
