Well, all the log entries posted on debian-www-cvs lists which files they
touch, and in this case, all the files were in the "swedish" subdirectory...

people say that the 'the' must be there. Perhaps they simply meant
that in English it must always be there.
This came up because translations aren't sure how to handle this.
