I will take another stab at persuading the copyright holders[1] to
relicense the problematic parts[2].
If I don't succeed, Moscow ML will have to be listed on the "Cannot be
packaged" page.

As the ITP says, I have had working packages for Buddy for some time.
Since it now seems that others are interested in using them, I will
