The package is still in the SVN repo of python-modules [1]. I did the
packaging as a training and as it seems a useful addition to Debian

There's already 559916. The package name currently chosen by the ITP owner is
numpydoc, not python-numpydoc and not python-numpy. Feel free to rename the
package to what fits the python policy best.
