I already maintain debian packages of kdetv.
Sid packages are available at:
deb http://bonca.hu/~rizsanyi/debian sid/
deb-src http://bonca.hu/~rizsanyi/debian sid/
The packages are said to be working (by at least one user), altough I don't
test my package on Sid, just on Sarge.
