Yes this is true, to some extent. YOu have to have two processors with the same stepping and revision in order to dual-proc them. I have heard though, that you can have two processors of different stepping and revision numbers and still multi-proc them, but your performance may suffer a little.

Add the user to one or more of these groups: dialout, cdrom, floppy, sudo, (et cetera, see /etc/group). It won't make the user exactly root-like, but it's a start. Better to add more privileges as you see the need, rather than give blanket root privileges to another account, which kind of defeat
