I've had some luck. It seems to depend on the proper configuration of
three files.
For the /etc/kde/kdmrc.in try...
# KDE Config File
[KDMDESKTOP]
BackgroundColor=#00a5c6
FancyBackGround=fa

if I didn't have startkde in my .xsession, it'd default to fvwm2... Not
fun.
