Yes: Eclispe 3.0M8, 3.0M9, and 3.0 work for me. I haven't tried 3.1.

I've got Eclipse 3 running on Debian with no problem at all.
The only thing is, I only use Sun's JDK and never the others. My
current JVM is from j2sdk1.4.2_04.

Do you get the same error if you run the startup script from the
directory where the jar file is located?
If not, it might help to add a 'cd /location/of/jar/file' near the top
of the startup script. I have had that happen before.
