That's what I do any time I set up a new debian box:
$ cat /etc/vim/vimrc.local
" restore classic console mouse handling
" [wr] 2019-12-20
set mouse=
set ttymouse=
Just didn't remember it by heart when I wrote the mail.
But I knew it was there, just had to look it up.

There ware some changes related to pasting in vim, now I have to
'set mouse=' for paste to work

I had troubles with backspace in Buster vi.
adding in ~/.vimrc
set nocompatible
set backspace=indent
