I'd suggest using gcc2.7.2 to compile kernels older than 2.2.14. There's
a debianized package for it "gcc272". Just change the HOSTCC and CC from
gcc to gcc272 in the Makefile.

I just had the exact same problem symptoms (including the failed retry with
specific arch) as you a few days ago, but with a 2.2 kernel build.
